They argue that Congress needs to act on energy and climate issues to spur investments in clean energy technology, reduce U.S. dependence on Middle East oil and supercede a move by the EPA to use the Clean Air Act to regulate carbon dioxide as a pollutant, which has prompted protests from industry groups.
